These days, background checks can be accessed online due to the modern technology. So, anyone can conduct background checks online.
Along with this open access trend for individual information, there are several issues that they need to iron out. How is the privacy of an individual affected? How much information should be available on the net? What draws the line on which information should be publicized and which should be kept private? These concerns make up for the missing information that you get from an online paid service doing background checks.
Another issue seen is the accessibility to the open access information during background checks. While information can be dumped on the internet for public consumption, not everyone has access to the internet or knows how to. Those who do not have knowledge to access the internet will be staring blank at the available information if they do not know how to get it. So this will somehow be discriminatory as it will only be a free open access to those who know how to do it.
For those that do not have access for the internet, or does not know how to, they may result into acquiring a paid service provider just the same to conduct the background checks for them. But then, this totally defeats the purpose of the open access publicly available information trend.
